The functioning of society depends on the information it provides that promotes legal certainty in transactions through clarity about who a certain moveable or immoveable property belongs to and what its characteristics are. \nKadaster is renovating its core processes and IT infrastructure. It is throwing out its mainframe environment and replacing it with next generation technologies, development methodologies, and solution concepts that are semantic to the core. Kadaster takes semantic computing further than RDF and OWL, and further than BPMN. Knowledge modeling pervades every aspect of of the business solution. Data, process, decisions, user experience, and infrastructure are all semantic and model driven. \nWhat have been the benefits so far? Compared to alternatives, development time-to-solution was at least three times faster. Productivity gains and increased efficiency trimmed operating costs by one-third.  Making changes is 5-10 times faster. And, the projected total cost of ownership has decreased by more than two-thirds compared to the previous mainframe environment.
